'The penalty charge has not been paid'. There was no ticket or intial letter :/

I never considered asking on here. I didn't know that people gave advice on parking tickets.

A while ago, I received letter from the council saying I had parked 'adjacent to a dropped footway' on 08/11/2011. The letter was posted on 13/12/2011.

It says that the penalty charge has not been paid and that I did not pay within the first 14 days for a discount sum, meaning I will have to pay the full price of £70.

There was no ticket on my car. This letter was completely un expected.

I checked a website on the letter, which has photos of my car, and I did park 'adjacent to a dropped footway', so contacted the council and have been waiting a few weeks for a reply (they said they are a bit behind). They gave me no feedback on the situation.

What are your opinions on this? And thank you for your time!

    Well if you didn't receive anything I think you can roll it back to the discount time even now, I would suggest Pepipoo for this though, they are the experts in the field, they will advise the correct course of action. They will also advise if you have a chance with an appeal , if you scan your ticket in and post the image here , then post a link to the image they will look to see if anything can be done, just remove personal details from the scan.

    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Well it sounds as though the 'letter' you mention was your Notice to Owner'?

    If so then the discount 'opportunity' has gone and you may as well appeal all the way to adjudication. That's just a meeting with an independent person who decides whether you pay or not - but the amount won't increase as long as you don't miss any appeal deadlines.

    But did you actually appeal against the NTO? I hope you did or you could end up paying more.

    You say you 'contacted them' - but a Notice to Owner is your chance to formal make representations against the charge, such as saying you didn't get a PCN, didn't park in front of a dropped kerb etc.

    Your best bet is to post this again with pictures of the 'letter' (NTO) on pepipoo here:

    Do not start a topic without pictures of your paperwork, and don't call items 'a letter', you need to post and explain what document was received when, with pictures. Read a few threads there first to get the gist of it then start your own topic. See their FAQs 'how to post pictures'.

    Pepipoo are the experts and you need help here. No guarantees you will get off the PCN as dropped footway contraventions do not require signs and you have come to these forums pretty late in the process. But you do need help to check out what's what and to make sure you haven't missed your appeal deadlines.

    Also, it turns out they did put a ticket on my car (I just checked the photos on their website), but it was not there when I returned :(. I have seen a resident take a parking ticket off another car before...

    It wasn't Westminster by any chance? Same thing happened to us last year. Pepipoo site is your best bet for advice.
