Witnessed the scumbags at work

Options
I was at a retail park a couple of days ago, as I was heading back to my car I saw 2 men hanging around a car in a "disabled bay". One pulled out a phone/camera and the other told him what to take a pic of.

The car had a PCN on it so I took it as these 2 odd balls were percy parking attendants. They quickly took 2 pics and hurried away, to which I said as they passed me "you lot are unbelievable!"

I had a look see at the blue badge that was on display, it was upside down and fell down slightly between the windscreen and the dashboard. They gave a PCN for this? I then proceeded to laugh and shout "you do know therye not going to pay this?, f'ing scumbags!":mad:

Probably a genuine disabled person is actually going to pay the "fine". I actually hung around for a few minutes to see if I could talk to the driver and point them in this direction, but no one turned up.

Oh how I wanted to do a lot more than shout:mad::mad:

I hope the driver sues the retail park for harassment under the Equalities Act (after-all Blue-badges mean nothing on private-land).
