ENVOY charging me for hitting gas pipe?

my friend, no, really, recently hit a gas pipe while fitting a electric fire to his living room.
he has a 2 bed semi and was fitting it to the living room wall that is the external wall. it was a plain wall and, unbeknown to him, had gas fittings in the wall incase anybody wanted to fit a gas fire.
despite the fact that he should have used a pipe detector, he inadvertantly hit the gas pipe. after panicing, and ringing the fire brigade, he rang transco who came and capped the pipe.
he then rang a corgi engineer who came and replaced the damaged pipe n fixed it up, £90. not bad.
now though he has recieved a 'to the home owner' letter from Envoy in cardiff, saying he owes them £100. ive 'googled' envoy and there sometype of pipe management agency??
is this correct procedure? i thought transco did it for free as its a safety issue?
any help would be appreciated, thanx
