VAT exemption for disability?

Ok, if I have a knob added to the steering wheel to make it adapted then how long do I have to keep the car before I can sell it? There might be the opportunity to make some money on this. The VAT on a £100k car is £20k, maybe I could make a living out of buying and selling cars if I can do it frequently enough?
Are you a wheelchair user or a stretcher user?
And I dont mean someone who might have a wheelchair or can borrrow one, you have to be a proper wheelchair use to get zero rated VAT on a vehicle.
And a steering ball wont cut it now, not since the well documented spate of frauds about five years ago.0 -

As other have stated above, you have to be a wheelchair user so most people will therefore need Hand Controls and not just a steering knob.
However you aren't the first to think of this get rich scheme....

The dealer will invoice the Charity and the Charity will reclaim the VAT.My OH has just pre-ordered his Motability Car and on the invoice it's got the VAT amount listed
http://www.direct.gov.uk/en/disabledpeople/motoringandtransport/adaptingavehicle/dg_10028000 states
"Disabled people don't have to pay VAT on the cost of hiring a car through the Motability Scheme. The cost of any work involved in adapting a vehicle for a disabled person is also eligible for VAT relief."
http://www.hmrc.gov.uk/vat/sectors/consumers/disabled.htm is the other place to check.0
