I think you should always leave a job for positive reasons, like more money, better career opportunites, promotion, go part time to spend more time with your family or to look after someone sick etc. and not for the negative reasons. The reasons you have mentioned are very negative and you need to work out why you are being so negative at the minute.
  • Just as every cloud has a silver lining so every sliver lining has a cloud

I want to leave for more money = I am not paid enough
I want to leave for promotion = there are no opportunities for promotion
I want more time with family = hours/ commute is too long

It is certainly good not to simply slag off your boss in an interview, and to try and come across positively but there is little you can say that ultimately isnt just a nicer way to complain about your current job.... unless you are totally changing job/ industry.

Your inside knowledge would be greatly appreciated in the policy world of charities; might be less money but the benefits for larger charities are generally pretty good too.

No harm in looking! Try thirdsector.org (off the top of my head) for jobs in that area.

I think work colleagues make up a massive part of your working life - if yours are bullying and awful, then why suffer?

Maybe start putting money aside so when you do leave, you have a cross over fund to see you through...
