Stuck radiator valve

Just tried to turn on radiator in spare room and it's stuck solid.
The pressure recently dropped and cut off the system, don't know if that's caused it.
Does anyone know how I can fix it? WD40? Tap underneath with a hammer? Brute force? Molegrips?

Is it a TRV or normal valve? Can you post a picture of it on here?
