Legal Term for Vexatious/Malicious Case

Hi,
I can't remember the legal term for someone takes legal action against you that is completely without merit soley to be vexatious or malicious. I'm asking here simply because I am invoicing Hereford Council for the time spent dealing with a PCN issued with fabricated evidence.

Strangely, vexatious and/or malicious. If you are alleging that a public officer has misbehaved then you could be into the ambit of malfeasance. If he has simply been careless, perhaps, then misfeasance. Fabricated evidence? Sound interesting.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
