Council parking

Hi everyone, first time on a "forum".
I received a parking fine from a local council for parking outside my home (long story) however the details mentioned on the PCN are not all correct to my car, My car is blue and a O in the registration.
However on the PCN the "Community support officer" (so they are called now!) quoted my car been yellow, and a 0 in the registration, when I've came to pay online I can't find the PCN, change a few details e.g. 0 to an O and presto.... my question to any advice is that if they've quoted incorrect details is the PCN still valid? I know that chances are if I ring the council, they'll either correct the details or say you still have to pay... any advice would be welcome.

Probably best to try pepipoo for this , they will advise you , but my understanding that if they get the index number wrong its game over for the PCN, not quite sure about a O instead of 0 though, think you will know if you get a NtO through the letterbox.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
It's not a PCSO it's CEO (Civil Enforcement Officer) if it's 'just' a Council ticket rather than a Police one.
Anyway most people can get off most Council PCNs if they post on pepipoo and follow their advice:
http://forums.pepipoo.com/index.php?showforum=30
You will need to register and start a new thread, cut the long story shorter and include pictures of both sides of the PCN. Do that asap as time is of the essence with appealing Council PCNs. Don't post there without pics, read their FAQs first including 'how to post pictures' and away you go.
Let us know when you (hopefully) win in the end and don't give up WHEN the Council reject the first appeal 'cos they can and 'cos they want to bluff you into coughing up.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I know its all good advice re PePipoo but surely when the council try to find the OP, by using the wrong Reg no. they wont be able to because nothing would come up, or am i missing something here.
Good luck with it OP.make the most of it, we are only here for the weekend.
and we will never, ever return.0 -

No you've not missed anything and it should be fatal to the PCN of course.
But the difference between 0 and O could be spotted by a Council clerk keen to earn brownie points I suppose, and the OP could find the PCN appears on the system suddenly!
I am sure I saw a case just like this posted on pepipoo last year and the Council did follow it up by changing the number. I expect the OP won as most people do - but the difference is small when reading a car reg. And with some rubbishy screwed up, rained-on PCNs I wonder if an adjudicator would be so quick to be able to see the difference?
It's probably worth posting on pepipoo but maybe only if an NTO is sent out. Trouble is at that stage the penalty reverts to the full amount...maybe the OP should write & enclose a copy saying he found a PCN near his car which does not relate to any vehicle he has ever owned but thought he should do the good citizen thing and hand it in...obviously without telling them what his actual car reg number is!
Not sure, hence the pepipoo suggestion.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
