Fire escape should be 450x700 of top of head ,so fire escape hinges would increase your openings,400x600 is enough to escape unless you are very large:)0

Thanks for all the replies and advice.. appreciated. The point about the Building regs. is that I wanted to know if the minimum sizes applied in 2000, if they did then I guess the Buider is at fault. (Or Buiding Control for letting him use incorrect windows)
Appreciate there probably not a lot can be done about it now, other than get bigger openings fitted because the actual opening sections of all the upstairs windows is too small to exit even if fire escape hinges were to be fitted.0
