OK, here's my 2 pennuth for reducing flushed water.
This from a movie I saw a long time ago, Dustin Hoffman had the line:

"If it's yellow let it mellow, if it's brown flush it down" ;o)

As a plumber I would only reccomend these if you have a loo over 10 years old.
A few years ago the volume changed from 9 litres to 7 . Some now flush as little as 6 .

With the newer loos they are flushing with as little as possible. Any less water and the chocolate log may refuse to go to Blackpool .
You`ll end up flushing twice and using more water.

Even when replacing the siphone reducing the flush volume is not reccomended, this is why a good replacement siphon will have settings for 6 / 7 and 9 litre flush ( like the one in the link below). The one below also has a half flush option which is good but I wouldnt change a siphon if it wasnt broken just to save money as it would take many years to get your money back.
On the internet you can be anything you want. It`s strange so many people choose to be rude and stupid.
