In my opinion, that;s carp!! Get the envoirmental agency to have a look at it. My niece was renting a house with damp (6 month contract) And got out 'cos it was giving her bad health. There;s no way anyone should be in a rented accomadation if it has damp issues. The landlord should sort it out or rehouse you until it's done. HTH
