How long for FOS to make a decision on my complaint? It's been almost 1 1/2 years!

After reaching stalemate with my complaint against Santander I complained to the Ombudsman in August 2010.

After many exchanges back and forth I did not accept their offer of compensation which was way too low and unsatisfactory. In addition they did not admit guilt!

In July last year (2011) i received a letter saying that my complaint has been referred to a "proper" ombudsman but it would take 3-4 months for a resolution.

I have not heard anything at all for 6 months so I contacted them earlier in January and I got a standard "we are very busy at the moment so a response may take up to 3-4 months"......which coincidently is the same statement that I got in the first letter.

So... How long DOES it really take for the FOS to look at cases? Near on 2 years for this case now!

Is the FOS working for the consumer....or for the financial institutions? I sometimes think it's the latter.
