I was issued with a PCN in the same Cineworld car park as the original poster back in December and they have sent several letters demanding payment, one from a debt collection agency (Roxburghe), at the start of this month, and one from a solicitor today.
I was getting a bit nervous as no one likes threatening letters so came back here for some reassurance and will continue to follow the advice here to ignore the letters.
After reading things here it's pretty clear that a) they're unenforceable and b) they don't follow the Dept of Transport guidelines for PCNs.
The thing that really annoys me is that I actually used the facilities at Cineworld and so was a legit customer! The nerve of these people!0 -
You will find that these utter parasites care only about themselves and will not give a damn if they lose customers for the businesses silly enough to allow them to infest the car park.
As you have worked out, the ticket is a fake and completely unenforceable. In fact it is as much of a fake as the solicitor you have received a letter from- Graham White. Not a solicitor, just the pathetic Roxburghe trying to fool you by using different headed paper.
Don't worry, once you hear from Graham White, the nonsense is almost over. They will not go to court, they will just go away.

You haven't had a letter from a real solicitor firm. You have had a template letter from Roxburghe again but using 'Graham White' headed notepaper (all part of the scam). Read this to see how they work, trying to scare people into paying money nobody ever owes:

Each time you get a scary debt collector letter, find 'your' letter in the many pics of letter-chains. See what comes next and ignore the threats, just laugh and play snap with each matching template. Do not even think about writing to the PPC or paying.
This was never a legit parking ticket, not a fine nor a penalty.

Just ignore the idiot and report him for again coming to the forum without stating his private parking company affiliation. He is even dumb enough to think that threatening MSE is a good idea or will ever work.

The poster calling himself ColinBell is the manager of a private parking company. He is a troll who posts only to try to undermine the good work this Forum does.
That is because we are helping you to not get ripped off by him and his ilk, so he is losing money and wants to try and reduce peoples' confidence in the forum.

Napier Parking the PPC which owns 5 car-parks, so a very big company indeed, and describes their car parks as "mint condition".
Shame that google isn't picking up any news sites saying that Napier Parking has won in court, only news it is picking up is the opening of a mint new carpark near to Fareham railway station.0 -

He still doesn't seem to know how CCJs work.
I also note that he can't even tell the difference between MSN and MSE. It can't see how it could be a typing error: the keys are nowhere near each other.
There are more of us than there are of him. We can therefore report him faster than he can re-register.
PS. Does he speak for and on behalf of all PPCs? I thought that was what the BPA was supposed to be for. Or can't they control rogue members?The acquisition of wealth is no longer the driving force in my life.0
