Adding a toilet to upstairs bathroom

Hello,
I have been looking into purchasing a 1950s terraced house. It is not listed and is not in a conservation area. It has a downstairs loo at the back, and an upstairs front bathroom with a bath and sink but no loo. The neighbours have all fitted upstairs toilets (I can see that they all have the larger diameter soil pipe coming from the bathroom).
My questions:
If I purchase the house, do I need to contact building control before fitting an upstairs loo and larger soil pipe?
Would they need to inspect before and after?
I tried calling the local authority to ask but they wanted a lot of information about the property that I was unable to provide.
Any guidance appreciated

Yes,they will want to see your new soil pipe and how it connects into the sewer via a manhole cover. They won't come until there's something to look at.
I'm not sure they're interested in looking at the fitted toilet though, possibly not.Everything that is supposed to be in heaven is already here on earth.
