All above are saying basically the same thing. PCN is not valid so safe to ignore. If, very small if, they send an NTO then its a sure win at adjudication. Up to you, if me I would wait, very safe bet.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

If you do nothing, they will eventually send the NTO to the innocent motorist with the VRM on the PCN and it will be his problem to sort out

I am going to ignore it for now and see what happens.
The 'other' vehicle owner doesn't exist. Incorrect reg no doesn't exist.
Surely if they decide to send NTO they use their sense (?) and use the reg no on the photo to find my address and send it to me?!

They must send the NtO to the registered keeper of the vehicle on the PCN, if they have the wrong index number it's the end of story, they will likely check the image if the reg doesn't come with anything, and then realise the game is up.
You will never have to pay this PCN if you follow the above advice.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

They can't send the NTO to the registered keeper of a car with a Y when the PCN has a car with a V, or vice versa.
Really you are safe and if a dodgy Council did try issuing an NTO it's appealable & winnable at adjudication if they were that daft not to cancel. You will not pay any money for this PCN.
BTW the penalty never triples, except for people who get a Charge Certificate which is much further along the process and only after a person either ignores an NTO or doesn't pay or choose to go to adjudication after formal rejection (it's mad not to keep appealing by that stage).
Finally - in future - don't just pay Council PCNs, most people win when they appeal! If you get a proper one always check on pepipoo forums by starting a new thread and they can help most people get off it. But there's no need for pepipoo in this instance.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
