Unlocking a landline

Just moved into rented accomadation 6 months ago and now I've decided I need a landline.
Have a landline already installed (dialing tone and 1471 works) so thought it would be a doddle to get it re-connected. Contacted BT who said it was tied to Toucan so contact them. Contacted Toucan who said we can't help only the previous tennant can cancel it (data protection act issues), you will have to have a new line installed.
Prices range from thousands (due to remote location) to £150 for new line.
Seems very stupid to pay when I have a working line sitting there, doomed never to be used again.
Any ideas ???

Unless you able to contact the previous tenant and get him to cancel it,or until they cancel it your lumbered, i regret to say.
I assume your not in NTL Media ( Cable Area) as your in a remote location,or you could have tried them.0 -
Can you receive calls? If so, a callback service such as Expat Telecom might be enough to serve short-term needs.0
