I have been on the phone since i posted this question the 1st time and people have passed the responsibility to others but what I have been told is that a company called bigwood own the car park and have an agreement with UKPC to fine people for not displaying a valid permit and so Bigwood claim that UKPC can and will fine me everytime my vechile is in a bay without a permit and they said I WILL HAVE TO PAY. Shall I still ignore the letters?

Bigwood don't know their rear end from their elbow if they are telling you they are fines and that you also have to pay them.

I have spoken at length and UKPC and they have said its a penalty charge, I didnt say I had recieved one and just told them that I was enquiring about the issue. In my lease it states I will have 1 parking space. It says nothing about me recieving a £90 'parking charge'.

If they have stated it is a penalty then they have no authority to demand a penalty from you.

I have spoken at length [to] UKPC and they have said 'yadda yadda lies, pay up or else, more lies, yadda yadda'....

Why have you spoken to UKPC or anyone at all? :(

What part of the Watchdog video with a solicitor and the fake PCN, told you to contact a PPC? What part of that video told you that you 'had to pay'? Where did the Watchdog Solicitor say it was 'a fine' or a 'penalty charge'?

See my early replies to you above, I gave you a link to a UKPC thread with all necessary advice to save typing it all out yet again. I told you what to read & look for in our sticky threads here (the Watchdog video, the letter-chains) to help you suss this is a scam.

If you pay these fake PCNs you have been mugged, matey. THEY ARE NOT FINES. YOU DO NOT HAVE TO PAY.

But if you can only park one car in one space then keep the second car out in future because if they do issue a LOT of these fake PCNs they may decide to try their hand in Court, you would be asking for trouble to carry on parking there in the knowledge that the landowner doesn't allow it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
