Scottish Leasing Agents and Credit Checks

Hello World!
Having spent the morning reading through everything I can find on the subject on this forum I'm still a tiny bit confused. I'm in Scotland and have an AST through a Leasing Agent with my OH and one other. Said other is moving out to live with her new OH and as such we're in the situation where we would like to do an assignation of tenancy and put another friend on it in her stead. The LA have said that this is fine as long as the LL agrees with it and we pay all of the fees (£80 to have current tenant taken off and £120 for new tenant, including fees for credit checks and suchlike).
The issue is that the desired new tenant, who's a close friend, rather than someone we found on a room search site, has a somewhat colourful past including a period of homelessness due to relationship breakdown during which he rather lost track of some credit cards. This was several years ago and he has now been paying down the debt for some 8 months with no missed, or late, payments. He has no CCJs, or anything else that appears on a public record. Am I correct in thinking that, even in Scotland this is all a LA can see? His credit score is probably dire, although he's taking all the right step to remedy it, has had a steady job with reasonable income for the last 2 years and can easily afford the rent/bills.
