Do you actually mean CSA or are you talking about Child Benefit?0

It's probably worth posting on the CSA board but according to direct.gov.uk you have to inform the CSA if you or the children are not ‘habitually resident’ in the UK.
This is defined as where you/the children usually live. As you're spending a lot more than half a year outside of the UK I expect that you are counted as not being ‘habitually resident’ in the UK.
(I don't think anyone would count being away 8/9 months of the year as a holiday).

What affect this has on receiving child maintanence however I don't know. This link may also be of use to you:

From your previous posts you were living abroard in August 2010 and planning on coming back a month later. How long did you stay here before going back again? How many months have you lived here since then?
My guess is that you are seen as living abroad and popping back for holidays.Life is not the way it’s supposed to be. It’s the way it is. The way you cope with it is what makes the difference.0 -
i dont think you can claim uk benefits if you are not a uk resident?0
