Brick built conservatory - new roof

Hope someone can help...
We have a brick built conservatory with a plastic type roof. We were looking at bricking it in and making it into a proper room as while it looks nice, it is cold in winter and hot in summer. However, we are not sure we can afford to do this so we are thinking if it was possible to give a brick built conservatory a proper roof? We figured then that the heat would stay in a bit better and the the opposite in summer. Does anyone know how expensive this would be and if it is possible?
Also, just out of interest, if you don't extend further (thus eliminating the need for planning permission as less than 3m) if we did brick it in then can they just build up from what is there now, as in the bricks at the bottom?

You are right in that you will most probably not need planning consent.
But you will need to comply with building regulations . Therefore , plans will need to be drawn up . Footings , insulation , electrics , ventilation , windows etc. will all need to addressed.Forgotten but not gone.0 -

I think planning would be an issue as you don't normally permission for a conservatoy, but you would need it for an extension.
In my area, a conservatory has to have a 50% translucent roof. this may vary from council to council
In my view you would be converting from one to the other, (change of use?) so you would need permission.0 -

Permitted development regulations can allow for a 3m extension to be exempt from planning permission (subject to other conditions being satisfied) . Google "Planning Portal" for details.Forgotten but not gone.0 -
