Yes, phillippapaul2, as above, go to bailiffadvice online, pay the £10 needed to get personal advice and you WILL be helped to deal with this matter. I am not connected to that site in any way but we always refer people there with very good results, bailiff issues are complicated for an ordinary forum so a tenner seems a small price to pay to get this sorted properly by experts.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You could also post on the bailiff forum of CAG, http://www.consumeractiongroup.co.uk/forum/forumdisplay.php?168-Bailiffs-and-High-Court-Enforcement-Officers
You need to collate a\ll your bank statements detailing the payments to the council for the tickets, and ask them to put bailiffs on hold whilst this is investigated. The council could well have misallocated the money to the wrong account. If they did carry on with enforcement, the payments were then found, the council are wholly liable for their bailiffs action so would be the ones you sue for return of the overpaid monies if they carry on with enforcement in the spite of the evidence.
However bailiffadvice online is a good bet as per Coupon-mad0 -
I fully agree with what robredz has said. Misallocation of funds sounds right for a local authority. As long as you have proof the payments left your bank account, the council involved have a very weak case, if any, for instructing bailiffs. However, I would check to see if the council obtained a CCJ, as bailiffs cannot be sent in until a CCJ has been granted, a payment order sent to you and a warrant issued. If a CCJ has been obtained wrongfully, make an application to the court to strike it out or, at the very least, set aside. As for the actions of bailiffs, if they turn up, call the police. In fact, it might be wise to contact the council and warn them of what action you intend to take and don't let them !!!!!!!! you. Be firm and don't take any nonsense from them.0

@ bluelight, council parking tickets are enforced through the Traffic Enforcement Center at Northampton Bulk Clearing Centre/Kangaroo Court. When they were unpaid the council don't get a CCJ, they get a warrant from the kangaroo centre and give it to bailiffs, who then add thir ludicrous fees.
That is roughly how I understand it but there are MSE people who know much much more like some on CAG, such as tomtubby0
