Complaint ignored by SKY - who to go to next

My written billing complaint has been ignored by SKY for 2 months now - the second letter (recorded delivery) demanded a response within 14 days or I'd forward the correspondance straight to their regulatory body.
The question now is - who is that? I thought OFCOM, but it looks from their website as if they only deal with the programming side and not billing issues etc. Is trading standards my best bet?
