    Are there no horse sanctuaries/charities in your area where she could go to help, exercise a horse,muck out and so on? Plenty in my area.
    Have a google to find out.

    I like the idea of letting her have riding & stable management lessons while saving up. Also in a year or less she will be 16, maybe she could then work with them? I worked with horses doing NVQs from 16-18 & loved every second of it, plus if she still wanted a horse then she'd have a year of lessons in stable management to fall back on & 24hr 'supervision' from her boss! (Not to mention she'd know exactly what work was involved)

    I consider myself quite experienced with them & there is no way i'd have one even if I had the money, they simply take up so much time & need so much knowledge. I think she could definitely work in exchange for rides & that'd probably cheer her up & give her something to look forward to but without the expense.
