Am I allowed to use *any* Citizens Advice Bureau for advice or am I limited to my local one ?
The reason being that some (which ?) evidentally allow for users to contact them by email - my local CAB won't reply to my emails - I suffer from a virtual lack of speech - so prefer electronic communication ......

I believe they prefer you to use the local one.

The CAB website says this:
Advice may be given face-to-face or by phone. Most bureaux can arrange home visits and some also provide email advice. A growing number are piloting the use of text, online chat and webcams. Search for your local bureau to see the full range of services it provides.
They don't seem to have a general contact email address so I would suggest writing to them with your reasons for wanting to use electronic communication and asking them to suggest a suitable office to contact.
