Parking Ticket from the Council

Hi all,
I'm new to the forums, this is my first post.
I received a car parking ticket from my local council... my first ticket expired at 15:49 I was on my way back to my car to buy a second ticket to extend my stay and I noticed the CEO issuing a PCN. I quickly bought the second ticket (timed start at 16:06) I approached the CEO and explained I have another ticket, the CEO had already place the PCN on my car.
After further inspection of the PCN I noticed the 'observed' time as from: 16:04 to 16:06
which means my new ticket started the exact minute the observed time finished.
My question is do I have a case to get the PCN cancelled?
I appealed straight away and the council have replied by saying..
"There was a 17 minute interval between the first ticket expiring and the second ticket being bought. You need to ensure that your period of parking is fully covered by displayed tickets. I have received a copy of the second ticket you had bought but this was bought at the same time the PCN was issued but was not displayed as required. Your comments have been taken into account but no grounds have been found for cancellation of the charge.
Whilst i understand your concern at receiving a penalty, it remains the motorists responsibility to ensure that he/she has parked within the regulations/terms & conditions before leaving the vehicle and although I appreciate that you did not intentionally breach the Traffic Regulation Order, the fact remains that you were in contravention of the order. Unfortunately, the circumstances you described give *** *** ** no grounds to cancel the PCN as stated above."
Now I guess I'm pretty much bang to rights but thought I'd have a shot anyway.
Does anybody have any thoughts?
Just for info purposes the car parking tariffs end at 18pm and my second ticket expired at 20:06pm 2 hours over... not sure if that makes any difference.

You are banged to rights but in this case you've nothing to loose by appealing all the way to an adjudicator.
As for the obs, its not really important as the ticket was long expired and any 'extra' is at the discretion of the council. That said, as mentioned above you've nothing to loose by challenging this.0 -
You have fallen into the trap of believing that the Council actually spend time considering informal appeals. IMHO most Councils just routinely print out an edited template rejection with a few tweaks to make it look personalised. They allow very few and only really obvious ones, on a good day. Otherwise 'computer says no' is the standard answer.
It almost never means you haven't got a case when a Council rejects an early appeal! Most people win who go to adjudication - you are NOT bang to rights at this stage, it's all bluff.
Get over to pepipoo forums, you are NOT bang to rights. If the Time of Contravention is 16.06 then you were not in contravention at 16.06 unless the Order for that car park says you cannot meter-feed (i.e. if you're not allowed to extend your stay by buying a second ticket). Even if it does there may be other grounds to appeal which are worth checking for.

I once had the same situation with oldham council a few years ago, i apealed showing both tickets to them .... and they cancelled the fine
so it is worth explaining politely what happened to a council parking ticket
PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:0
