sp not sure how you spell it but when its opened how long does it last? Want to do a fence panel but dont know if its still ok?

I'd expect it to last at least 5 years after opening after all it's open to the elements on your fence isn't it?
It's oil/solvent based so I suspect it will last some years.Unless specifically stated all posts by me are my own considered opinion.

I'd take it to waste disposal. It is illegal to use it (not just supply it) and if someone walked past and got some on their skin, you would be clearly liable.
I last used it in 1997. I didn't take suitable precautions and got it sticking on my hands. I can remember eyes streaming and bad throat. Never again!0 -

Some years back I creosoted the garden fence. Being a messy job I did no pay a lot of attention to the few splashes I got on the hands. When finished just had a good wash to get hands clean. Later in the day went out for relaxation, when the sunshine got on the hands boy did the areas where the splashes had been burn, it was torture. Having said that it would be advisable to wear goggles or a face shield if applying creosote.
