Concessionary Disabled Bay valid after permit holder moved?

Hi all,
After a bit of advice please, Id like to first state that neither myself or partner would park in a disabled bay other than this one!
In the street where my partners garage is there is hardly any parking de to it being a student area with residents permits, so when he parks and all his customers are parking they use the concessionay disabled bay. The lady who the council put the bay in for has moved house (around 2 years ago) so there isnt anyone that needs to her it. Its in a residential area not by shops etc.
Today he received a notice due to not paying a fine from back in November, he didnt pay it as he never had a ticket on the truck this is literally the first we have heard of it :-(
They have photos of the truck in the space showing the pole and sign (which has now been removed) and painted bay with a ticket under the wiper. Clearly someone has removed the ticket but way I wondered is, is the bay still valid if they have moved?

Post a picture of all pages of the 'Notice to Owner' that I assume you have now been sent, on pepipoo in a new topic here:

Knowing 'the lady had moved away' will not win it because a disabled bay is never only for the resident who asked for it (it's for any disabled person).
Not finding a PCN on a car does not mean they can't pursue the PCN and if the bay still had signs & lines in situ then unfortunately it WAS still a disabled bay. Not to say you cannot win the appeal on some grounds though - ask pepipoo as most people win over there.
And please don't rush to pay this, there is zero point now you are at this stage. Appeal all the way to adjudication because even if you lose you will not have to pay any more than the NTO already states now (as long as you don't ignore any letters & meet all deadlines). And you may pay nothing if pepipoo help you with a valid appeal.
Follow their advice carefully as this is your 'formal representations' stage and there may be all sorts of stuff you can include, about the paperwork, the lines, the sign, the Traffic Order, etc., any one of which may win you this appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
