whitestrips4u.co.uk visa debit chargeback?

I ordered for a teeth whitening product on the 14th, emailed asking when they'll be dispatching the product on the 17th, and emailed asking to cancel the order on the 18th after I found out in UK this item's been banned because it exceeds UK's legislation on 0.1% hydrogen peroxide (bleaching ingredient) limit. Yesterday and today I've been trying to use their online customer service support chat at different times but it's always offline. Today I've been trying to phone up all morning but no one ever picks up the line.

Money's already been taken out my bank. Paid directly via visa debit, and product's probably not dispatched yet. On the website it says there's a £3 restocking fee if I ask for a refund so what happens if they dispatch the product several weeks after I asked to cancel the transaction? Am I liable to pay that £3? Cost of product itself is £38.95.

If I'm to use visa debit chargeback scheme how long do I have to wait before going to the bank? What I have is the email of me asking to cancel the transaction and on my phone showing I have attempted to phone up. Do I need to send another email threatening to file a chargeback if I'm not refunded?

Since the product's not legally sold in UK will I be in trouble for ordering it?
