Being doing a bit of digging.
Wheels4sure.com shares the same address as buy2letcars.com
They're based in Regus rented offices.
Both companies are owned by Reggie Cole, who describes himself as an Automotive Finance Entrepreneur.
He seems to be able to offer a 33% return to 'investors' over 3 years when he leases out their cars for them.

Also noted over on the pistonheads business forum.
They spotted the 'office reception' picture is actually easyoffices' picture, and also that the domain details for the website are through a cloaking company to hide the details...
