I have received a ticket for failing to pay and display in a private car park. I was unaware that the car park was private as i believed it to belong to wilkinsons hardware stores. the security man who issued the ticket stating time of breach was between 14.41 and 14.54 hours was happy to give me a jump start after asking if I knew the car park was a private pay and display. There were no signs on wilkinsons entrance stating such and the security man said I only have to pay £15 as opposed to £25 if I act within 14 days. Is this legal and do I have to pay?

Carolanne you only have to read the sticky threads at the top of this sub-forum and you will know we are right. Look at the letters these 'companies' send out, be ready to ignore them. Do not 'appeal' (LOL!).

Whereas it can be argued that the landowner (which I shall assume is the retailer) suffered a small loss of whatever the displayed pay & display amount was, so if it cost 60p for an hour, you will owe them 15p.
Ignore APCOA they are scam artists whom love giving invoices out0 -

What, apart from telling them to get lost in no uncertain terms?
It is very, very unlikely that would happen and to make any kind of legit collection possible, they would have to take tou to court, win and you would have to fail to pay within the appropriate period - this seldom if ever happens.
Anyone else turning-up on the strength of a few meaningless threat letters is a scammer.0 -

Ive had images of debt collectors knocking on my door and me pretending to be someone else....ive even contemplated parking my car in another street in case anyone calls with threats to take me to court if i dont pay the fine! Guess im worrying about nothing afterall

You need to get out of the thinking of it being a fine, it's not it's just an invoice asking you to pay them their demands, exactly like a phishing scam asking you for your bank details and card numbers.
Also nobody will turn up at your door demanding money, and if they did just tell them to sod off, they have no powers at all do debt collectors, and if they did turn up everytime they threaten it you'd have people in suits knocking doors all day long, there'd be hundreds of thousands of them, the simple fact debt collectors don't work like that.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

You are worrying over nothing and you are muddling up debt collectors with bailiffs (not the same thing at all). A debt collector is a pen-pusher in a call centre and it's only a matter of letters (and more rarely, a phone call, if so tell them 'the debt is denied, any further contact is harassment' and put the phone down). That's it, all very boring and nothing to lose sleep over, just play snap with each letter that matches our top thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
