Then the next stage is to work through the services charges set out in your lease to see if they include the provision and upkeep of the system.
I am afraid it will come down to interpretation of whehter the repair covenant in your lease and the demise identify or imply responsibility, and whether the service charge covenant includes or excludes handset.
Similarly it requires sight of the contract to see if handsets are included or excluded.
If the Manager cannot explain that to you then they are making huge assumptions...don't accept them, make them explain the above.
In your case it is pretty simple; they called the guy out, he tried it on, you caught him out, and you are not paying due to his error or dishonesty.Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.

Post script to story - Agents have agreed not to enforce charges against us raised by the security company and I have advised them not to pay in full for the call out based upon the poor quality of work carried out by the engineers that attended.
