report it to the police if it is true and get a crime reference number. Then definately get onto the gas company. I wouldn't think there will be a charge to anyone in the property
Indecision is the key to flexibility :)

He needs to get a crime reference number from the police, then call the national gas emergy line on 0800111999 who will arrange for a free replacement.

He needs to get a crime reference number and contact his gas supplier so they can get there meter security team to investigate. Once he has his CRN his supplier will arrange an Emergancy appt for him to get a new meter put in. If he calls Transco (Or National Grid Gas as there now known) They will just cap the supply and tell him to contact his supplier.

there will be no gas escaping I would imagine as his neighbour would have been able to smell it - They probably used the emergancy shut off valve when they nicked the meter.
