I mean if the OP employed a solicitor/claims handling firm to deal with the claim then all phone call, letters collection & delivery etc etc needed to get the car repaired would be covered as part of the claim. .
Where they will get involved in small track cases is when they provide credit hire and credit repairs but that is because they either get kickbacks/profit shares from the garage & hire car company or they are themselves a car hire company and so profit is built in and arguably the "claims management" bit is just a value add service.
Ultimately you need to remember that what almost everyone wants is the big fat juice PI claims where the monies come from and where you get into Fast Track and Multi Track much more easily and fees then do start applying.
Legal expenses is different because youve made the upfront payment to get cover for assistance including small track cases. The arrangement with the insurer can be that the solicitors are paid by the policy or it can be in some cases the solicitors have to do them pro bono in exchange for a lower referral fee for the higher track cases.0 -

They are also selling you insurance you dont need.0

I do feel sorry for you, I have a Motability car and the insurance company provided isn't very good. Since I've had the car, it's been involved in two accidents, first was on a roundabout and second it was parked.
First accident went 50/50 but I've not seen my half of my excess back, I also had to find out the third parties claim reference number and contact details for the office dealing with it. RSA just don't seem interested in settling the claim at all or even doing anything about the claim, I've done most of their legwork for them.
Second accident they declared it as my named drivers fault, she was parked up but still in the car and got hit but somehow it was her fault. RSA admitted liability and gave me an inappropriate hire car (I need adaptations to drive) while mine was being fixed. The third parties car is worth about £1500-£2000 going on replacement cars on Autotrader, yet RSA paid out over £1900 to repair the car. I asked what they were doing and they told me it was cheaper to pay out than to argue!
I really hope that Motability Operations get rid of RSA because they are not getting any value for money from them and they are certainly not mitigating losses, as proved in your accident. I hope you get it sorted soon.0
