PPI Barclays

Help! I have requested section 78 which I have received. Barclays also wrote that they are unable to provide a copy of the credit agreement ( I asked for PPI agreement). I am over my credit limit, and have not used the card for several years, but because of PPI and interest and credit card charges, the debt keeps on growing but say that they cannot currently enforce the agreement? They refer that should we seek to allege an unfair relationship, they will oppose this? Very confused, no mention of PPI and they are unable to provide a copy of the credit agreement? Do this make any sense to anyone out there? Any suggestions would be much appreciated as I do not know what to do next. Thanks.
