2002 ppi claim with no documents!!!

Really need advice, my mother and father took out a 10,000pound loan with Yorkshire Bank back in the 90's. When it was paid back they were offered it again and agreed, but the PPI box was ticked from the previous agreement and my father signed it regardless. In September 2002 my father died suddenly and in the subsequent years my mother has moved and all the old paperwork has been destroyed. She paid the loan and all PPI with my fathers insurance money.
My question is can she claim in these circumstances?

She can't "claim" - that would have been something you did when the policy was in force.
She can complain but I doubt any evidence now survives and if that is the case I think you will be hard pushed to get it upheld.0
