Contravention: 27 parked in SEA adjacent dropped footway

I'm in receipt of disabled living allowance and have a blue badge. I parked my car last night whilst visiting my daughter and found a PCN on my return.
I was on double yellow lines but had correctly displayed my badge and clock.
The ticket cites i was parked in a special enforcement area(SEA) adjacent to a dropped footway.
I admit to having parked with my bumper slightly overhanging the footway as i never even noticed the footway there.
My query is that i read on another thread in this forum the following:
"Part 6 of the Traffic Management Act 2004 when enacted will repeal section 14 and give all local authorities in England with civil parking enforcement powers the ability to take action when a vehcile is parked alongside a dropped kerb in a Special Enforcement Area (that is, an area where parking is, in all other instances, permitted). "
The double yellow lines in question that i parked on extend over the dropped footway and prevent normal parking on one side of the dropped footway.
Would i be able to challenge the ticket on the technicality that the area where i parked is not "an area where parking is, in all other instances, permitted"? I was not parked in a permitted area in the usual way. My blue badge parking does not represent "in all other instances".

Have you pics of the ""offence""? If the overhang was just on the slopey bit then no offence was committed. Add this to your post on ppp. Copies of all tickets, both sides, remove identifying details but leave dates, will be needed plus pics if available. how to post pics is in the FAQ's on that forum.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I am really angry, I have received a PCN for parking at a dropped kerb. The reason for my anger is that the dropped kerb was put in for a large house that has since been demolished and replaced by a block of flats over 20 years ago. There is no longer a driveway and access to the grounds of the flats is blocked by a permanent fence. The reason that the dropped kerb is there is because the local council has not removed it. Did I get the ticket because the local council employ idiots or is it part of a plan to generate even more money from the motorist? I AM CONTESTING IT!!!!!!!!!!!!!!!
