Electrical Certificate or PIR

Can someone help please - I had an extension done. The builder supplied an electrician who went awol. A second spark came along and finished off. I now need an electrical certificate which this spark says he can't give me as he's not Part P but knows a Part P qualified spark who will come and certify the work.
I am having problems with the builder and asked council's advice. They have said if I cant get the spark back I could get a Perioidic Inspection Report.
I could call the spark and his Part P mate back independently from the builder and get the electrical certificate or go for the PIR from another spark (who will obviously be Part P)
From a safety point of view which is better?

which he shouldn't do as he'll be accepting responsibility for the design, installation and test.but knows a Part P qualified spark who will come and certify the work.

But all the PIR will do is tell you that the installation is safe and compliant. I doubt you'll get the spark which does this to do the Part P notification. Part P is a paperchase thats all. So you could be looking at a bill to get the PIR and another to get LABC to do the Part P bit.or go for the PIR from another spark (who will obviously be Part P)
I think you should punt this straight back at the builder and tell him its his problem and as his client, you want it sorted.

Thanks for your advice, apologies for the post not being clearer.
Yes the builder arranged the 2nd spark, to complete the work of the second and it has only recently transpired that he is not Part P qualified - stupidly I assumed he was. I have had problems with the builder, he tells me he can not continue unless I pay him money upfront as he is broke. I refuse to do this because of the quality of the work, the time it has been taking and the fact that he has also dissolved his company!. If he refuses to get the certification is there anything I can do legally?
Alternatively if I take it on the chin and move on wonder which way is best to go.0 -
As of January 1st 2012, PIRs have been replaced by Electrical Installation Condition Report (EICRs) - which are more detailed:

Just a thought -
Have you already paid the council a building inspection fee to inspect the extension? If so, tell them to come out and look at the electrics. They are able to do so if the electrician wasn't part P registered, and if you've already paid the inspection fees, they shouldn't be charging you any more.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0
