I am hoping someone here know's where to locate the wash out points where you plug a standpipe in. Is there no map available? I can find a hydrant point but need a washout point.

no one has a complete map of all the points.
some of these are very old and were never mapped properly.Get some gorm.0 -
Have you thought of asking your water supplier? Oh perhaps not - they'll prolly send you a bill for nicking the water.

Your local water supplier should have a comprehensive map of all it's wash out and hydrant points. If you have your own stand-pipe, its likely that it is not an approved type, doesn't have a double non-return valve, and is not licensed.
As Keystone says, the W Co. will want to charge you for the supply of their stand-pipe and a license.
As far as I know, the outlet from a wash out and a hydrant are exactly the same size, (and you can get water out of either one, ) BUT neither of these are intended to be used by the general public, so if you use it, despite the above, and you can't turn it on or off, you may end up with a red face and having to call the W Co..0
