Mouldy window frames

Hi, i'm looking for a little advice. The house im renting atm has wooden window frames. The previous owner painted them (badly) and also painted the vents shut. So lots of condensation and bubbling paint.
Ive unblocked the vents and started to peel back the paint. Whilst doing this i seem to have come across a load of black gunk. I can only assume that its mould, ive been cleaning it like mad but its still disgusting. How do i stop it coming back?
Also, a couple of the walls are damp (mould again!!) and ive spotted the damaged brickwork ( one bit has been stuffed with wood and paper:mad:) What can i use to seal the damage? Concrete? Or is it something harder to deal with?
Thanks
