The laws regarding insurance and stopping after / reporting accidents now apply to any "public place", not just "a road" as the laws were originally written; but there is not a lot anyone can do of either a civil or criminal nature without both the identity of the offending vehicle and some evidence that it was responsible.

even if a previous customer of the garage hit it, there would be a paper trail for the OP to obtain at least a name and address or even a REG number and purhase the detail through askmid.

why the garage has viewed CCTV before the owner turned up or before MOT'ing the thing is dodgy, why would they view any footage for all they knew the damage was already there in the first place.

fells like they know something but not wanting to own up id stamp ground and look at the cctv myself if theres any time laspses or cam out of order i would want test them for myselfs, i.e ask them to turn on that particular cam there and then to prove.
