LLoyds PPI payment issue

I am after some advice on my PPI claim payment.

Back in May of 2011 I put in a claim with LLoyds PPI.
They responded with in the proper time frame and agreed I was due my PPI back.
It was a long wait after then before they actually told me how much I was going to get back.
The figure they gave me was correct and I accepted it.

After another long wait of not recieving the payment we made a few complaints.
Because it had been so long since Lloyds agreed the amount and I had not recieved the payment they recalculated it with extra interest.
That was fine.

A little while after I recieved a payment but it was not the full amount.
I called Lloyds again.
This time they said the payment I had recieved was the PPI I was owed on my current loan and I will get another payment for the rest of the agreed amount (which was for an old loan) some point soon and to check my bank account every day.
Which I started doing.

A little while after I recieved a letter from Lloyds saying that my payment will be made IN FULL within 21 days of when the letter was written.
That time frame was up just before Christmas 2011.
I still have not recieved any other payment.

I called Lloyds again asking why I had not recieved my payment in the time frame Lloyds had put on the letter.
Lloyds response was basically that the letter was worded wrong and there is NO TIME FRAME WHAT SO EVER of when I will recieve the payment. They also said I can call up as many times as I want but it will not help the matter and their is no one at Lloyds to complain to that can make the payment happen sooner.
It is a case of we just have to sit back and wait. They said it is impossible to say when it will happen and I will just got done when it's my turn.
They also said because they have recalculated the interest once already they will not do it again. Even if takes a year for us to get a our payment we would not get any more interest from them.

Can Lloyds do this when they I have it black and white on the letter from them saying we would get the payment within 21 days?

Any advice would be greatful
