Planning permission needed ? Realistic budget ?

We live in a mid-terraced house with a galley kitchen and 2 doors seperating the bathroom from it.We have decided that we would like to (if its possible) , lose the bathroom and make it one large kitchen with french doors at the end of the room.
There is a loft above the kitchen/bathroom and was wondering if the 2 walls seperating the rooms would be load bearing ?
The bathroom would be relocated in one of the first floor bedrooms , which I believe is large enough to fit in a small family bathroom.

My question(s) is do we need planning permission ?

This would be the largest type of thing we've had done other than fitting a new kitchen/bathroom with no real building works.
We have a budget of £20k which we would have to buy a bathroom suite , new kitchen , french doors and all the fixtures and fittings to get out of it as well .

We dont live in london and are hoping this might be a realistic figure

Anybody think its about right or way off the mark.

    You dont need PP to make any internal changes but you will if you are making external changes (eg changing a window location etc)

    Have a look at the planning portal. I read it as not required unless you are in a conservation area.

    Though it will need to comply with buildings regs and be fensa installed.
