car insurance as an outgoing for dependant grants???

Hi,
I have been told by student finance complaint department that car insurance is classed as an outgoing if paid mothly. I am very confused by this because I thought this doesnt count. One guy told me I dont have to pay it monthly from before the start of the course 9as long as I can prove I paid it before the start of the course) and the other told me I would have to pay it monthly from the begining. Can anybody shed some light at this? Thanks
