It sounds to me as if they initially awarded the Child benefit and then sent correspondence to you which was returned as you not living at the address they had for you.
If the correspondence was asking additional questions and then returned as I said above then that can look like maybe it's a fraudulent claim and so they would stop the payments until the claimant got in touch asking where their payments are. You didn't for a very long time and didn't notice that they stopped.
If there was a problem with the address that the correspondence was sent to in 2010, whether you moved or not, then that is hardly Child benefits fault.
If it was me I would be interested to know what HMRC has as your address history. If it was your current address then someone has been interfering with your post. If it is a different address and you never lived there then you need it removed from your address history or at least a note put on your record stating that you never lived there.This is a system account and does not represent a real person. Yes, you can.
It does help if a CHB number is given because it is quicker if CHB is in payment but there is absolutley nothing to stop someone getting CTC without CHB, nor is there anything stating that it will be stopped without a child benefit number. That's utterly ridiculous. Have a look at the legislation for Tax Credit and the Tax Credit manuals - CHB is only ONE way to prove responsibility for the child in order to qualify for CTC (proof of CHB is only required for this purpose), but it is by no means the only way. The manuals clearly state that CTC should not be declined solely on the basis of CHB not being awarded.0 -

i always thought these boards were to HELP people in times of needs,
If some people have made mistakes or overlooked something then its just a mistake, but to answer in some of the harsh ways some of you do i find really rude

You can't get CTC if your not in receipt of child benefit...
This is not correct. My partner gets CTC as she lives in the UK, she can't claim CB as I am resident for tax purposes in Switzerland and therefore pay in to their social security system. The legal term for this is 'Priority payments', meaning I have to claim child benefit in Swizerland and she gets CTC in the UK0 -
I think I'd notice if I as £80 short in my bank account every month since March;)0
