Should minimum payments be included in my budget?

Maybe a dumb question, but I can't find the answer. To get a DRO, I should have less than £50 disposable income every month after living expenses. But should I include minimum payments on my debts as a basic living expense?

If the minimum payments should be included, once I stop paying them I'll have more disposable income. Will the intermediary take it and share it between my creditors?
