Never seen the parking ticket

Hi
I received a letter through the post from the council stating that I had not paid my parking ticket within the 14 day period. To this I sent an appeal letter to the council stating that I had never received or seen said parking ticket. I sent it to them 1st class in their self addressed envelope. 28 days later I have now received another letter saying that I now owe them £105.00. The letter stated that if they could provide evidence of my so called offence I would happily pay the initial £35 as I hadn't seen the ticket in the first place. Is there anything I can do as my appeal doesn't seem to have worked.
Regards

Post this quickly onto pepipoo.com, do not ignore the problem. There is a system that you need to follow, for the moment ignore how you got the ticket, this will follow later.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Sounds like you didn't actually 'appeal' or they didn't see or receive it as such. Did you include your postal address, car reg and the PCN number?
You were sent a Notice to Owner (not just a letter but a statutory document) and that was your chance to formally appeal; that was the time when you should have come here and to pepipoo. You could have got help with your appeal rather than just say I never got a PCN (not a strong appeal point in itself).
Now it's very late and you have a Charge Certificate, again a document, not just another letter. If you get this last response wrong and still don't pay either then we would be talking bailiff enforcement and even higher charges. Not that I am saying to pay. Get over to pepipoo:
http://forums.pepipoo.com/index.php?showforum=30
Start a new thread naming the documents you ahve received and when, and showing pictures of all pages of those documents (not just saying 'a letter then another letter'). I think they will advise you to await an 'Order for Recovery' (again, more than just a letter!). Then you can respond appropriately to say you never got a rejection to what you intended to be read as an appeal.
Do this right and I think that will take it back to Notice to Owner stage which is when you should have sought pepipoo advice in the first place. Then they may be able to help you to appeal properly and at least you would only be paying £70 even if you lost at adjudication - or paying nothing if you win.
Good luck, keep your new thread on pepipoo current by bumping it with replies when you need more help, especially when the Order for Recovery arrives. You will need to act quickly then, but with that forum's advice first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
