Wrong name and home address for a penalty charge notice

Hi
Hope I'm on the right bit of the forum. I have recently received a letter from a collection agency for a Penalty Charge Notice for a motoring offence committed (probably by my daughter) in Sept 2010.
I had not received any paper work so wrote to the council to ask them for the original docs. They sent copies by email
The car is mine but the name on the docs is not my correct name (actually my first name and my middle name, no surname) and the address is wrong (there is no such road as the one on the docs) but the post code is correct.
Obviously this is the reason I didn't get the original docs. Problem is, now the fine is huge and the collection agent is threatening to take the car or enter my house and take goods (usual threats).
Have informed the council of their mistakes but they don't care. Also addressed the email to the wrong name too (another variation of my name but still not correct)
What do I do now?

    Get across to www.pepipoo.com as soon as possible and they will advise. it looks like you are at the stage where you will have to apply to the county court (I think it will be Northampton) to get this set aside. From what you say about the name and address I would say you have good grounds.
