Council Tax & Court Summons

I received a court summons today for non-payment of Council Tax.
The amount I had owing was £21.10 apparently from the first 2 weeks of the tenancy last July. They tell me that they sent a bill in April and I receive a letter dated 23rd August saying I owe £21 but not saying when from. I had ignored it for now thinking it was because Council Tax Benefit had not been paid in (very common).
EIGHT DAYS later (not allowing time for the post) I have received a summons saying I now owe £61.10 because costs have been added.
So they're taking people to court after a week of sending a letter for the amount of £21.10.....
..............I'm fuming. >:( And upset.
But more fuming. >:( >:( >:(

An old trick is go down with the bill for £21 and settle it immediately. If they say that there are charges then claim you have not received any notification of these and since you have now settled the bill how can they add charges - this does however only work if you act quickly. Most of the time they will write-off the charges.
If they decide to really !!!!!! you off then go down to the post office and order 6100 1p stamps. Tear them all up, put them in an envelope and hand them in as payment.
IvanI don't care about your first world problems; I have enough of my own!0
