Building an Extension

Hello all,
We are currently trying to buy our first place, and a flat that we like is the converted third floor of a Victorian townhouse. It currently has access to the roof, with a conservatory and a roof terrace on the flat roof of the entire house. The EA mentioned the possibility of turning the conservatory into a brick built extension. My question is (assuming that we could got planning permission from the council and the freeholder and that the house is structurally sound) would it be possible structurally to extend upwards and build two rooms on the flat roof of a house?
Any advice would be very much appreciated!
