Roof Balcony advice

I have a 60's built house with a small (1.5m by 0.5m) brick balcony off a bedroom that is on top of the garage. Floor of balacony is also part of garage roof
It has concrete? tiles the floor on at the moment but the balcony is leaking and the tiles are loose. Basically it;s not in a very good state of repair.
I am going to get a roofing contrator round but do not want to be totally naive and get ripped off.
Any advice on flooring or just general advice:rotfl:. I think a neighbour down the road recently had tarmac?
PS money is very relevent...cheaper is better

budget for a repair say c250 quid.
